What is USDOT FMVSS 207?

The FMVSS207 was defined in the document TP-207-09A from the U.S. Department of Transportation (USDOT) and the National Highway Traffic Safety Administration (NHTSA) which is similar to the European Seat Back Strength Standard (ECE 17).

The Office of Vehicle Safety Compliance (OVSC) provides contracted laboratories with Laboratory Test Procedures (TPs) which serve as guidelines for obtaining compliance test data. The data are used to determine if a specific vehicle or item of motor vehicle equipment meets the minimum performance requirements of the subject Federal Motor Vehicle Safety Standard (FMVSS).

The purpose of the OVSC Laboratory Test Procedures is to present a uniform testing and data recording format and provide suggestions for using specific equipment and procedures. Any contractor interpreting any part of an OVSC Laboratory Test Procedure to be in conflict with a Federal Motor Vehicle Safety Standard or observing any deficiencies in a Laboratory Test Procedure is required to advise the Contracting Officer's Technical Representative (COTR) and resolve the discrepancy prior to the start of compliance testing.

 

What are USDOT FMVSS 207 requirements?

According to the document TP-207-09A pg. 20-26, it requires a PULL TEST on the seat while it is attached to the vehicle base. The total force exerted on the seat back load MUST be greater than 20 times the weight of the seat itself.

 

What is a TURE USDOT FMVSS 207 certification look like?

  1. A true lab test report must be issued by TRC/GTL. TRC and GTL are the ONLY compliance test laboratories in the United States authorized and contracted by the USDOT / NHTSA certified test laboratory to perform the FMVSS 207 certification test, in other words, all other labs' FMVSS 207 certifications ARE FAKE!
  2. Swivel bracket products must survive with the "PULL TEST" with force exerting more than 30,000-inch pounds.

Based on our TRC lab test report concluded our swivel survived by a PULL TEST that exerts 34,207.39-inch pounds on the seat while the swivel was attached to it.

This means our swivels are TRULY CERTIFIED by the U.S. DOT FMVSS 207 standards.

 

What is a FAKE USDOT FMVSS 207 certification look like?

  1. If the manufacturer/dealer/builder CANNOT show you the original TRC/GTL lab test report with the same manufacturer band or name.
  2. If the lab test report is NOT ISSUED by TRC/GTL.
  3. If the TRC/GTL CANNOT VERIFY the lab test report records or data does not match their copies.
    (DO NOT TRUST any certification other than the TRC/GTL lab test report, because it is a solid legal evidence document when something goes wrong with the swivel)
    Just keep in mind that you may not be under the car coverage of your insurance if you are using un-certified swivels.

 

Because FMVSS 207 is a self-claim certification, any seller can claim their product is certified without even having their product tested by a certified lab test as we have done. The idea behind it is as long as no one has died on their product they don't need to regulate. Sounds scary but that is the current state of safety regulation in the American swivel market right now.
